Reading it, a lot of situations came in mind I have experienced, when decision makers just did not want to do the decision, so everything went to hell and only then something happened. Or to paraphrase famous Churchill’s quote
“You can always count on the managers to do the right thing, after they have exhausted all the other possibilities.”
